Lecture by Blair Ruble "On the Global Experience of Metropolitan Governance Reforms under the Policies of Decentralization"

On October 24th Blair A. Ruble, Director of the Kennan Institute and Program Director for Comparative Urban Studies at the Woodrow Wilson Center, deliver a lecture ‘On the Global Experience of Metropolitan Governance Reforms under the Policies of Decentralization’ at the HSE.

The lecture explore the experience of a number of attempts to reform metropolitan governance structures around the world in the face of sustained policies of decentralization.  In particular, the lecture examine new policies and government structures in Latin America with a particular focus on Brazil, as the major cities of the continent have struggled to balance metropolitan-scale urbanization, economic liberalization, decentralization, and democratization. The Latin American experience was examined in relation to metropolitan governance policies elsewhere with an eye towards identifying models which might be applicable in Moscow.
